esparzatj is correct concerning an immediate solution. I'm no expert, but I'm gonna guess that because your socket error message happens during shutdown it may have to do with some internal (to Windows) connection rather than Outlook. It could be some program running in the background like a firewall that uses an internet connection, say for auto-updates. Then, when you want to shut down, either the program won't or Windows can't let go the connection.
I would do as esparzatj suggests, then run an internet search on something like <Windows XP SP-2 socket notification error>. You might try first at
Microsoft Support. Their information is often surprisingly helpful. That way you could find out how to fix the problem
in SP-2.
