It means they can't be arsed to chase their dialup users.
typically, it's an ISP that assigns dynamic IPs to users so they either keep no logs of traffic for them or can't bothered to go look.

They're not a very helpful lot then. Obviously not bothered about the way their customers abuse other people on the net then.

Well, consider the problem.
LUser dials up, gets an IP from the ISP pool. Send a load of spam then disconnects.
Uder2 dials up, gets the SAME ip from the pool and gets a load of spam which he then reports.. of course the end-host of the report is his OWN IP Address..
Even if the ISP does keep logs, imagine the volume of data they'd have to look through.
Of course, if they're at all concerned, they'd have a set of routines in place to analyse the logs at least as far back as a couple or three days.
